Not used to cold weather!

We recently just moved from the hot, humid climate of Louisiana to Virginia, where it has been apparently abnormally cold this winter. Our one year old mini dachshund has been tough to house train but finally had gotten in the habit of pooping outside. It snowed a few days ago, and I cannot get him to poop outside! Even though the snow has melted, he is too cold and puts his tail between his legs. And then the second I turn my back when we're inside, he goes. I don't want this to become a habit! Has anyone else experienced an extreme climate change with their pup?

Yes we have! We put winter coats on them, carry them out right away in the morning. If the snow is in the way, we remove the snow and make a path for them, which has been working. Their feet really get cold and I think that is the problem. I don't want to be out there either, especially when it's in the teens or below that, but we stay out there til they go, it's been working out.
