Odd behaviour?

We have two boy Dachsies (brothers). One of them keeps licking the other's willy and when he wees he licks it up before I can mop it up! This has gone on since day 1, they're just over a year old now. I've taken the one who wees to the vet who thought that maybe he had had an infection and gave him some antibiotics but nothing really changed.

Has anyone else seen this activity? Or have any idea as to what it means and/or how to stop it?

I have one dachsie who has always licked up the other dogs pee. Ick. I have no idea how to stop it. He's about 16 or 17 now and is still doing it.
